They knew but fell for the lies
When the sign finally came the people knew what it meant, even those who had planned to kill the believers. Despite the universal knowledge of the significance of what they had seen many among the people fell for the lies that Satan sent forth among them.

They did make a great uproar
The people who didn’t believe Samuel made a big, public declaration about him being wrong in his prophecy. It feels the same as so many secular liberals who declare that those who cling to time-tested positions are “on the wing side of history.”
